Bottleneck of the Bottleneck
Constraint hunting is recursive rather than one level deep: the constraint you first name is a category, and the real binding item sits four or five whys down, reached by a drill paired with physically going to the constraint and not leaving until it clears.
Why "find the constraint" still fails
Theory of Constraints says throughput is governed by one binding bottleneck, so find it and remove it. Eric Jorgenson calls that instruction almost so obvious that it is trite, and notes it still fails for two reasons: people spread effort across secondary problems because those are visible and tractable, and the constraint first named is usually a category rather than the actual binding item, which sits several levels below and requires real domain specificity to reach.1
The worked case: xAI's Memphis supercluster
The clearest demonstration runs against a two year estimate Musk rejected outright because missing a breakpoint meant, in his words, being dead. Compute looked like the constraint, but chips were bought from Nvidia and a building was found in Memphis, so it was not binding. Energy looked like the constraint next, but a grid interconnect cannot be secured in six months, so attacking the grid directly was pointless. The team routed around interconnect timing with portable gas turbines lined along the building and rented mobile refrigerator trucks for cooling. That pushed the real question down to turbine supply, and the actual binding item behind the compute infrastructure of a frontier lab turned out to be a single machined turbine fin.1 Jorgenson's phrasing is the point: what is the limiting factor of the limiting factor of the limiting factor. Stopping at "our constraint is energy" is true, useless, and where nearly every organization stops.
Tip of the spear, and going there physically
Elon Musk runs each site around one dominating objective specifically to remove ambiguity from prioritization before it reaches any individual, the same instinct behind One Metric, One Direction. When Starlink was ten times too expensive and building at a tenth of the needed rate, Musk flew to Seattle with a team of trusted engineers, fired the entire leadership team, and ran a first-principles redesign from a war room, cutting cost by two orders of magnitude in a few months with people who had never worked on satellites before.1 The behavioral half of the doctrine is that he travels to the constraint physically and does not leave until it clears, running what he calls a constant triage of the most useful thing he can do, and he has said doing the right work at the right time is a multiple order of magnitude productivity increase rather than a percentage one.
Open question
The recursion has no stated stopping rule and is not free: every level down costs time from the person doing the drilling, and Musk himself is the scarce resource in his own system. The account only ever describes successful drills, so there is no recorded case of the search going four levels deep into something that turned out not to be binding, and no account of what happens when the true constraint has no owner to fire and no turbine to truck in.
